Balocistan Civicl Secretariat Association announce strike against CS Uqaila

QUETTA (6 AM Report): The Balochistan Civil Secretariat Officers Welfare Association has announced a strike against Chief Secretary Balochistan, citing grievances against the Chief Secretary for creating bitterness and rifts among provincial civil service officers.
The Association has called for a press conference on Thursday, April 6, 2023, at 2 o’clock in Civil Secretariat to announce a regular schedule. The officers will not participate in the budget and PSDP preparation process until their demands are acknowledged, said a statement of the Association.
Abdul Malik Kakar, President of the Balochistan Civil Secretariat Officers Welfare Association, stated that a Chief Secretary from Balochistan should be appointed, keeping in mind the deprivations of Balochistan, adding that all MPAs and Ministers have lodged complaints against the Chief Secretary to the Chief Minister of Balochistan regarding the actions that have been taking place in the S&GAD for the last three months.
He added that the Association has repeatedly pointed out problems to the Secretary S&GAD, including the unrest among officers, non-implementation of Chief Minister Balochistan’s orders, and the problems of BSS officers. “Normal operations in S&GAD are also being stopped, with para-wise comments not being submitted in cases pending in the High Court for five months. Despite repeated promises by Secretary S&GAD to collect para-wise comments in the next hearing, the promise has not been fulfilled,” said that press statement.
In addition, it added that a responsible officer in S&GAD was handing over sensitive cases against Chief Minister Balochistan Mir Abdul Qudoos Bizenjo to former Chief Minister Balochistan Jam Kamal Khan, adding that the Chief Secretary has also withheld files related to the summary of field postings, the decision of the cabinet, and the directives of the Chief Minister of Balochistan for three months.
It added that the presence of eighty employees in the secretariat is adding to the crisis, affecting the quality of service and the Chief Secretary was also putting hurdles in the launch of the Gwadar Employees Housing Scheme.
The statement said that the legality of the field posting of BSS officers has been recognized by the Advocate General, and the court has given a written order to the committee on the field posting case to resolve the issue, adding that the BSS officers were working day and night for the province in every field, and there is a dire need for reforms at the district level.
