QUETTA (6 AM Report): The President of Civil Secretariat Officers Welfare Association, Abdul Malik Kakar, has expressed his dissatisfaction with the discriminatory attitude towards Civil Secretariat Officers in Balochistan, stating that it is against the constitution to deprive them of their rights.
During a press conference on Thursday, Abdul Malik Kakar criticized the violations of secretariat rules and the failure of the current system to provide relief to the people, stating that the system has failed to keep up with modern times and is still under the rule of the 19th century British.
Abdul Malik Kakar emphasized the need for reforms in the current system and urged the authorities to put an end to the discriminatory attitude towards Secretariat Officers. He also criticized the National Accountability Bureau (NAB) for not supporting affected officers.
Zaheer Baloch, Sadiq, and other officials also spoke at the press conference, stating that a certain lobby has paralyzed the entire system and there is a need to change the district system and bureaucracy to benefit the people.
Abdul Malik Kakar also shed light on the two cadres in the Balochistan bureaucracy, Balochistan Secretariat Service (BSS), and Balochistan Civil Service (BCS), while Punjab, Sindh, and KPK have a cadre called PMS. He pointed out that when PAS officers are posted in Balochistan, they face difficulties in differentiating the dynamics of Balochistan and other provinces. PAS officers are under the misconception that there is only one service group in Balochistan, which is BCS, and all kinds of postings are given to BCS cadre, while the Secretariat Group, BSS, does not have its rights even within its Secretariat.
